     Supporting Employees Through Financial Resources in the Community

    Mary Dupont, Director of Financial Empowerment, State of Delaware Janie Libby, Vice President of Human Resources, Dover Downs Hotel & Casino and Dover International Speedway

    Mary Dupont is the Director of Financial Empowerment for the state of Delaware. She joined Governor Jack Markell’s administration following a 30-year career in the non-profit sector, as a social entrepreneur designing, replicating and implementing high impact financial empowerment programs. Since joining state government in 2009, she has worked with the Delaware Department of Health and Social Services and United Way of Delaware to develop and launch $tand By Me®, an innovative financial empowerment strategy, focused on increasing economic security for all Delawareans. In its first 18 months, $tand By Me® served almost 3000 Delawareans through personal financial coaching, financial planning for post-secondary, and access to financial services. $tand By Me® is a statewide community partnership which engages key stakeholders from all sectors including business, education, non-profit, and government. Prior to her tenure with the State of Delaware, she was the co-founder and Executive Director of the Nehemiah Gateway CDC, a faith-based community development corporation in Wilmington Delaware. At Nehemiah, she started a statewide EITC Campaign which, in seven years, provided free tax preparation for over 54,000 low income taxpayers, opened 1400 savings accounts and CDs, and brought back $79 million in refunds. The champion of this effort was State Treasurer Jack Markell, who prior to his election as Governor, embraced the cause of financial inclusion for low-wage workers and financial literacy for all Delawareans. This initiative became the inspiration for the $tand By Me® financial empowerment program. She also spearheaded the organization of the Delaware Family Childcare Alliance, a statewide network of family childcare providers which grew to include 500 home-based providers serving low-income families. Previously, as the Director of the Women’s Center for Economic Options at the YWCA, she launched the Working Capital Delaware program, a micro-loan program which served almost 1,000 micro-businesses and won a Presidential Award in Microenterprise Development in 1997 from President Bill Clinton. Before coming to Delaware, she ran a microenterprise program and worked as a community organizer for a faith-based network of community organizations in Philadelphia. She also consulted nationally and internationally with the Corporation for Enterprise Development, the Grameen Foundation, and others on program design, evaluation, and industry development in asset building and microenterprise development. She holds a BA from the University of Pennsylvania and a Masters in Social Administration from Temple University. Janie Libby is the vice president of human resources for Dover Downs Hotel & Casino and Dover International Speedway. She is currently responsible for all human resources functions for over 2500 employees. Libby has held directorial-level positions in the human resources field for more than 25 years in the gaming industry, including Wheeling Island Racetrack and Gaming Center in WV, Ameristar Casino St. Charles in St. Charles, MO and Sam’s Town Hotel and Gambling Hall in Tunica MS. She started her HR career at Tropicana Hotel and Casino in Atlantic City, NJ. Libby earned an Executive MBA degree from West Virginia University, and holds a Bachelor of Arts degree in sociology. She is a member of the Society for Human Resource Management and the DelMarVa SHRM chapter where she serves as membership chair. She achieved and maintains her certification as a SHRM Professional in Human Resources (PHR). She is a board member for the Dover Federal Credit Union, the Delaware Employers Council, and the Central Delaware Chamber of Commerce, and volunteers as a member of the United Way of Delaware Kent County Advisory Committee and the Delaware State University College of Business Advisory Council.
